The most painful step is built first and run alongside existing practice. Each subsequent step ships only once the previous one is trusted, so the business is never dependent on an untested system.

Permissions modelled on organisational reality
Role-based access is derived from who is actually accountable for each decision, with delegation and approval chains that reflect how authority genuinely flows.

Reporting derived, never re-entered
Every report is computed from the same underlying records. Numbers cannot disagree across reports because there is only one place they come from.
